Invitation to Tender: Generators in Berytech Technology Pole

Introduction/Background

 

Berytech a leading organization in the Entrepreneurial Eco-system in Lebanon, has three facilities in the following locations:

  • Berytech Technology Pole (BTP) in Mar Roukoz – Dekwaneh (USJ – ESIB Campus);
  • Berytech Technology and Health (BTH) in Mathaf area, Damascus road, facing the French Embassy;
  • Beirut Digital District (BDD) in Bechara el-Khoury.

 

Berytech provides a conducive environment for the creation and development of startups, through incubation, business support, counseling, funding, networking and company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and hi-level skills in Lebanon. Throughout the years, it has been a model in governance and has always championed best practice. 

 

The purpose of this tender is to select a supplier for the purchase of two generators for the above mentioned Berytech Technology Pole site.

 

Tender Award

  1. The selection criteria of the winner of the tender will be based on the tenderer’s past and current experience along with the service quality & price. At this stage, the marking scheme for the selection of the winners (price, services, portfolio, etc.) will not be released.
  2. Berytech will assign a committee that will study the files. In their submissions, tenderers are requested to provide a list for reference of similar work, and same specs, carried out together with contact persons.  Berytech reserves the right to select the offer it sees most appropriate to its requirements, and to seek references from the market, and is not obliged to provide justification for rejected offers.
  3. Should all tenders submitted not meet requirements of Berytech, then Berytech reserves the right to repeat the tendering procedure, with no obligation or compensation to any of the companies that have submitted offers.
  4. Upon conclusion of the tender assessment process, and the selection of the winner, Berytech will provide draft contracts to the selected suppliers that shall form the basis of agreement between the two parties.
  5. Should Berytech receive only one response to this RFP, then Berytech reserves the right to repeat the tendering procedure, with no obligation or compensation to any of the companies that have submitted offers.

 

Requirements

  1. Two Generators, either both 450KVA or both 500KVA (to be determined when a site visit is conducted).
  2. Offers must include all material and works costs (i.e. from removing the old generators till the installation of the newly purchased ones).
  3. The Bidder shall purchase the two existing generators*, deducting their price from the final offer.
  4. Offers must include the cost of the yearly maintenance of the generators as well as the costs of all spare parts used for the regular maintenance (filters, oil, etc.).
  5. The Bidder should specify the warranty period of each generator along with the extent of the coverage.

DISCLAIMER: The Bidder is responsible for the personnel assigned to perform this service. Berytech, under no circumstances, is liable towards any party regarding matters relating to the registration of employees, paying their salaries and taxes, their national social security fund contributions, their work permits, and matters related to the labor laws. All employees should be covered by insurance (medical and work accident).

Contract terms

  1. After the Bidder delivers the service, and the generators are fully functional, a Provisional Acceptance Certificate (PAC) will be issued by Berytech, upon which payments shall be done in three installments as follows:
    1. 40% upon completion of installation and services – when PAC is issued;
    2. 30% three months after the PAC date;
    3. 30% six months after the PAC date;
    4. Payment details shall be stated clearly by the Bidders in their offers.
  2. Offer should remain valid 90 days after submission date.

Companies interested to tender should send an expression of interest e-mail to Michel Ziade, at [email protected], by November 1 at most with the subject line “Berytech Generators”.

The site survey is scheduled to take place on November 2 at 10:00.

 

The Bidder should also include in the technical file the following documents:

  1. Company profile;
  2. Company registration;
  3. Current Tax clearance certificate;
  4. At least three references consisting of large organizations and previous works done. Berytech reserves the right to call such references and to veto Bidders based on their references.

 

Tender is to be submitted in sealed envelopes clearly marked “Generators Offer - Berytech”:

  • Envelope one should contain the detailed specs of the offered generators along with the services provided – Technical File;
  • Envelope two should contain the financial offer – Commercial File.

All submitted documents should be in both paper and electronic (PDF) form, signed, stamped, and sealed. Closing date for submitting tenders will be November 7, at 15:00 hours. Tenders with insufficient documents or submitted after the closing date will not be considered.
